Update on Oct 25: JR Chuo Line Ltd. Express Azusa from Tokyo will OPERATE FROM OCT. 28 NORMALLY. So, all transportation to Matsumoto will RETURN FULLY TO NORMAL.
Update on Oct 19: Chuo Expressway was reopened at noon today! Expressway buses using the expressway is operating 9 services each day (from Oct 21 all services in the timetable will operate normally). JR Chuo Line is also operating, but ltd. express Azusa will continue to be canceled probably until end of Oct.
As of Oct 14, due to Typhoon Hagibis, JR ltd. express train Azusa and also expressway buses between Shinjuku (Tokyo) and Matsumoto are canceled since Chuo Expressway is closed in Hachioji – Otsuki (may continue a few days). JR between Nagano City and Matsumoto is also suspended (-> it has operated since Oct 15).
Other trains and buses, including Matsumoto – Nagoya, inside Matsumoto, and Matsumoto – Kamikochi/Norikura & Takayama, have returned to almost normal levels of operation.
From Tokyo, you can access to Matsumoto using Hokuriku Shinkansen and transfer to train or expressway bus at Nagano Station.
